Strange bird behavior..?

I've got a Neem tree in my garden, two years old, not yet fully grown. the neighborhood birds like to hang out on its branches, but lately they've shown some odd behavior. They gnaw at the small stems and are subsequently tearing off lots of green leaves. The number of leaves is gradually decreasing and i'm a bit worried what it will do to the tree.. Does anyone have any idea why they do this?
