Can Congress really be a participant in crisis decision-making?...?

...Suppose that a major threat to American overseas interests suddenly materializes, forcing a President to more combat troops quickly. A President may not be able to comply with the consultation requirement, and there may be difficulties communicating with key legislator if Congress is not in session. The pressure of time, the possible relunctance of legislators to support the presidential decision, and the strong likelihood of leaks could complicate the President's role as commander in chief.
